Open Question: How to submit our newly developed website to the search engines? Especially Google?

I have developed this new wesbite for my own business and need more people to visit the same. Can anybody guide how to start the process of marketing this. FYI, this is a regional specific website and helps me a lot when localites view the same. Is there any special way for doing this? When i ask my website developer, they charge me a huge sum for SEO.
